Conceiving that felons have forfeited their
Claim to the Protection & Benefits of Society —
I think that their management should be Cautious
so as not to Create an
Expence to the State but that the State should
derive draw an Revenue from them—
Every healthy man in society is Certainly not
only able by his mere personal Labour to
maintainsupport himself but to provide for the maintenance
of a numerous family— & no Doubt were proper
Employments found him would do so in Confinement
but solitary Confinement without Employment I fear would terminate this to quantise I should
in Insanity Lay down as a fundamental Principle that
every Felon do Executes so much work
or gains so much money for the State per day
dubious to his gaining anything for himself & himself-
A Den of Thieves can only be reformed
or kept in order by Solitary Confinement.
& to endure as much as possible the
Expences of the Establishment they should
be forced to build their Penitentiary
Houses themselves. & in some Countries
