The Difficulty of Employing Felons has hitherto
arisen from crowding them together & when
together of finding that Sort of Employment
which should not furnish them with Tools
to make their Escape — In Solitary Confinement
both these Difficulties would Cease — And as
many of the Felons have been are Ingenious
& some of them have other Trades besides that of
Thieving I would have all of them taught
one of the following— which are of that Denomination
Description that however Commerce
may vary in other Instances the wants &
necessities of Mankind will not suffer them to
do without — will furnish them with no
Tools to make are not Difficult to or Delineate to Execute their Escape— are in themselves
solitary Employments. & Which for their Execution
require in their Operation require only the Efforts
of one man— In Shoemaking Making
Shoes alone one Thousand men might be Employ'd
an Equal number as Taylors — & a much Greater
number in weaving strong calicoes, woolens & Sail Cloth
& these three trades have the Peculiar advantage
of not requiring Expensive Tools to begin Trade.
