28th Report — Penitentiary Establishment No 9
In the Month of October 1799, the Lords of the Treasury
completed the Purchase of certain Lands in Tothill
Fields, Westminster, of the Most Noble the Marquis of
Salisbury, which were judged proper and convenient for
the Purposes of a Penitentiary Establishment, and they
have since directed the Surveyor General of Crown Lands
to ascertain the Value of certain other Lands contiguous
thereto, the Property of Mr Wyse, in consequence of a proposed
Contract between their Lordships and Jeremy Bentham,
Esquire; but the further Proceedings in the Business
is delayed in consequence of Mr Bentham having,
on the 20th of June 1800, presented a new Statement and
Memorial to the Board, differing materially as to the
Terms on which he proposes to enter upon the Undertaking,
from those which he formerly offered, which Statement
and Memorial are now under the Consideration
of this Board. —
