N.S. Wales 5. Economy
Plants>
Military defences

significative of ideas thus complex and thus extensive
a proposition can scarcely be framed, that shall
at once be clear of all exception, and be true.+
In speaking of the Colony as a vast Conservatory of
martial law, I am therefore do not own far enough from
saying that either that law ought now to be abolished,
there, or even that it ought not to have been introduced.
But Odious to the plant is—, as it is,
even at that vast distance—to the sense of every
true Briton—yet, when it is in that distant country in which it has thus been planted, I admitt it to be
an useful one—I admitt it even to be
a necessary one. But this my Lord, I will be bold to say
and let them who have most delight in it to whom it is sweetest contradict
me, if they dare—that the end to for
which it is employ'd must be ought to be pure indeed
and must be pure clear of all objection—must be pure indeed— if it have thus be virtue
enough in it to afford a sanction to such
means.

+ Knowing that government
throughout it
but a choice of evils, I am ever on every occasion ready to
embrace the least of any two evils, whatever
may be its name.

I now take my leave for the present my Lord of
the improved Colony—I have proved it—as I am that
—to be radically repugnant to of fulfilling
in any tolerable degree to be even repugnant to every
object without exception that has been or ought to have
been among the ends of its institution—I have proved
this by considerations drawn from the general nature of
men and things. I have proved it by specific
evidence. But here I should have rested the case.
