Indies are not (measuring distance by time) are not
more than two thirds of the distance of New South Wales.
any given quantity of capital employed in New
South Wales will would never be able to give birth
in each year to turn them a seventh fraction of the
quantity of value wealth in the shape of annual produce,
but will be producible in the same time by the same quantity of capital in the East Indies.

This of course supposes breeds

Among the suppositions is included of course
viz: that the security for property is upon the same
footing in the more distant country as in the less distant.
but this condition is one the fulfilment of which appears
as hath already been observed placed by the very nature
of the settlement, at an immeasurable distance. But
on that head this is but a temporary objection (not to spend time in repetitions,) I
will beg leave to refer Your Lordship to what has been said
under the preceding heads of reformation and incapacitation
with regard to ulterior offences.
