implement: whose exertions are employ'd not in finding
places for men, but in finding men for places: who
deaf to all to all sollicitations, in the stile of sollicitations whose sollicitated turns himself sollicitor to
hunt for merit in whatever odd corner and no matter
how humble an one in which he suspects that merit
may be to be found: who seeing a man whose merit
has been established in a of recondite service by the most public as well as
acts—goes to him unknowing and unknown
and says to him—Sir I want a man with such
and such a qualification for such and such a place now to be
made Your pursuits, Your occupations can not but
have introduced to your notice persons more than one
whose occupations and pursuits qualify them for the
filling of it: recommend to me a man for this situation some such person
recommend me a fit good man you will render a
public service. But Sir, by a fit good man he must
be, or Your reputation as well as mine will suffer
for it: for in recommending him to my superiors, I
shall not fail to say, and say officially by whom
it was that he comes recommend to me—to whom
it was that I applied for a the recommendation, and who
it was that gave it me.
