This penitentiary System (says somebody to somebody)
I am have always been inclined to look upon as a good thing: I have
been saying so to you any time these two years. If
it were a new thing there might not have been these
doubts: but its being so old a thing, and treated in the
manner you see it has been treated by those who went
before us—that it is that makes the difficulty.
From Somebody to somebody?—who are these somebodys?—
—that is the thing that is not to be told? When
to avoid committing themselves gentlemen have recourse to
gossiping—when that answer which
would be published to the world conveyed at once to the party in black and white
is thus consigned to whispers, it is for the convenience
of being at liberty at any time to remember nothing about
the matter.

piety that the most sacred character in the nation has been prevailed

It was in the presence of an the acting member of one the late
administration that I received the most solemn assurances and
publications of the correspondent member of the former, that it had
been and to the last moment was his most decided intention to carry
the plan into effect though latterly upon a reduced scale, and thus
with a compensation for the reduction: the gentlemen in office
not
defiantly vindicating applauding the determination, and wondering that after
such a declaration any the slightest marks of dissatisfaction on my part should
be perceptible either.
