XVII. Hulks

The duty required imposed for form sake — the scanty
beggarly account scrap of duty imposed thus for form sake — was it so in
the number of those works of supererogation which may
be left undone without inconvenience ill consequence <add>damage</add> the plan office was it
of the numbers of those which in the very construction if
their nature are fitted up for sinecures. Was it a matter
of indifference to the wretches wards thus put under a sleeping power and
trust guardian whether the inspecting eye of the inspector were or on
them were sleeping or awake? Let the following information
dated so late as the 10th of October shew.
