2 XVII. Hulks

On would think than had been a wager between his
Majesty's late and present Secretary, which should do
most to display show his contempt for Parliament. The one
takes up an Act obtained by his immediate predecessor
an Act in full force, as far as words can give force—
throws it down and questions it for "inexpediency". The
other, to serve a dependent's dependent, obtains an
Act of his own, and in the same generous view in the same year when made
through the whole remainder of that year, sits still
and sees it trampled upon before his face.
