Amongst gentlemen distinguished in this walk of
charity a measure has of late been in agitation
(Your Lordship may know more of it than I do)
for obtaining a commission from the Crown for the
examination of prisons:- for extending in a word
to over the whole island the sort of scrutiny appliedbestowed
two years ago, with so much labour and most of any every kind
on the part of the Commissioners - with so little fruit to
the public - with so little benefit to justice - two years ago upon with so much
to public justice
the prison in Cold-Bath Fields. On this occasion
to almost any Secretary of State whom it has ever
been my fortune ever to approach at my humble distance -
to any one whose wires were not pulled by the gentleman
on the other side Your Lordships wainscot — I
could present myself boldly, and say — My Lord
or Sir, I will intitle myself to your thanks.
Yonder exists a man — not nestling in the pocket of
the gentleman on the other side the wainscot, but
standing in the world's eye, for these thirty years who is exactly the man
of all men you are in want of for this place. His fortune is
ample: he has been labouring for above these 30
years — always without profit — always without thought
of profit — often with great expence in this very line
of this eccentric and thankless line - of unenviable service. He
would be ready to serve - and his wish is to serve
as served till this time has been serving always served - without Salary: he
will accept none if he can help it: there will be
none to the office, if he can help it: what he wants
it is not pay but duties. Thus far then at any rate you
