<Quis custodiet ipsos custodes? Who shall keep the
keepers? who shall inspect the Inspectors? A question
this which I put to myself on the occasion of Panopticon.
I put the qu To myself, to the public and to the public too I
put the question, because I was not afraid of putting it: I
was not afraid of it, for I had an answer ready for it,
Who shall inspect my Inspectors? — every body. Yes every body I reckon
practically speaking upon every body such and not less extensive practically speaking
is my reliance that is for enough enough in abundance
for this and every good practical purpose because
if not every body Devils or men, men by Devils or men multitudes many men then
what are sufficient for the purpose will find amusement
in the task — none will find the slightest cause of disgust any sort of difficulty
in it. Less then two-thousandth the part of the public
that it would have required on the part of Howard to inspect prisoners in the same
number upon Howard and
Blackburn's plan will afford
a compleater view upon mine.

There is the question, and there the answer to
it in the case of the Penitentiary sysmte. Now for
the Hulk System, with its Inspector, now provided for at
by one of your Lordship's Lord Pelhams exertions — by Lord Pelhams'
providence. Well is it By whom is his Inspector to
be inspected? At my humble distance I take the liberty
of putting this question to Lord Pelham? — Will his
Lordship be pleased to answer it? By the very persons
(shall we say?) to under whose conniving not to
say inviting eyes, the mischief was engendered and matured?

single Inspector or
combination of considered
and mutually understanding

Legion is the name of
mine. Were it even Were even its
composition the same as
