This is not at all. There remains a question, and
that in the order of reason a previous one. Suppose
the place made: what are bono<unclear>? to what use? what
in particular is to be done by it? what mischief
What are the mischiefs which it can be in the nature
of it to prevent. Mischiefs by which the themselves
may be the sufferers, certainly: plague, pestilence
and famine— all these may by proper suitable inspection
may all these certainly be stayed. So for oppression: if the
be who should stay it put a stop to it is in earnest, and has
talents an (for good will without <add> and <unclear>even
</add> would might rather
aggravate the mischief than it) if these qualifications
be not all meet in the same kind. Be this as it
may there is nothing in the nature of things the case, to prevent
those mischiefs — the mischiefs that fall exclusively upon
the convicts themselves from receiving relief from
the institution, if not a cure.

But these grievances considerable enormous as they are
as there are in themselves are in comparison but
minor evils. The major ones are those which have
the whole community for their field: mischief from the
enormities that can not but be to be expected — since they
are in constant experience continually suffered from the enormities committed
by the still worse corrupted instead of reformed
as they are disgorged back again from the Hulks. From
unreasonably promiscuous aggregation comes operation and aggregation
comes corruption equally extensive of what avail is can
