against this a source a disease the power of a cause thus irremediable
Is not a Hulk one and the same Hulk the very thing object
and sole objectthat is to be everlastingly inspected? a miserably crowded
receptacle, in which without possibility of separation —
without possibility so much as of inspection except for form
for one moment out of a thousand, 500 or 600 wretches
are shut down together, half their time in darkness?
Under the Penitentiary system all this crowding this universal promiscuousness would
have resolved itself into assortment: this chaos into order:
the mischief — the whole mischief together with all other mischiefs
would have been cut up by the roots: and even
at less expence. But it was to deal for the very purpose of shutting out remedy from
that quarter that abuse in this quarter was to be kept up.
The remedy then — even supposing it to be intended
to operate as such — what does it amount to?
— a momentary minute patch upon the a wide-spreading extended sore.
a momentary poltrative to a perennial chronical and
invincible disease: duty — nominal duty set to apply the patch, which
in a real and overpowering interest lies in wait to
rub it off the next moment. Such are the features, which
this exertion of official wisdom and humanity reprising it would present to the eyes of way of those troublesome
men, if such there be who have a trick of bringing ends and
means together, and setting them face to face.
