The Hulks had been were prepared for the reception of the Visitors
the Visitors themselves observed it. How should it have been
otherwise? What else could have been expected? For what purpose was it that the necessary orders for admission
were sent out to meet them instead of being put into their
hands?

A measure has been in agitation amongst men gentlemen conspicuous
distinguished in the law of charity a measure of more extensive range—a measure for obtaining a
Commission for the examination of prisons. To almost any Secretary
of State to any one whose wires were not pulled by the gentleman on the
other side of Your Lordships wainscot I would say My Lord, or Sir I
will entitle myself to Your thanks. I know of/yonder stands a man—not have a man that
in my pocket, but in the eye of the world, who is exactly the man you want
will suit you. His fortune is ample: he has laboured

without salary: he will accept none if he can help it any
salary: I do not think he would accept it: what he
