(1 Further Proceedings Exercise of Terms

The propositions which endeavoured to be imparted upon
the mind of Parliament, to serve as grounds constitute thus
one of the four grounds of the propose or half proposed
relinquishment of the proposed Parliamentary -measure were [evidently
two] First 2dly, that of the terms expre proposed demanded on my part
the rate expence were they acceded to meaning the rate of expence per head would have been
greater to the public in effect and substance than it was in the case
of the terms to which the Treasury had given their
acceptance: 2dly that the demand of the demand was
such in my part as left on theirs no middle option course between
the complying with compliance with such demand and the relinquishment of the measure

2 dly 1st that the difference what there was in the demand <add>of new and matter</add> whatever it was, originated with
myself, and was not so much as occasioned warranted much less
called for by themselves.

To this I answer
1. That as to so much of the expence as concerns what
was not called for by themselves, the new

1. That Whatever apparent increase of terms expence was
applied for by this my amended proposal resulted
from two sources.
1. One was the doubling the number of the prisoners to be
provided for. This was called for by the Treasury letter already
quoted. This puts a negative upon one half the first
proposition, and upon the whole of the second.
2. The other was an allowance the requested on the ground
of rise of prices. The terms and I must be to the
amount of such rise nominaly different the expence
nominally greater, if you keep them really the same.
This puts a negative upon the other half of the second proposition.
3. That I said no such thing matter in the Memorial itself nor any other on no occasion did I ever use
any such language as could be construed to leave no option
between compliance with my request application and these terms the relinquishment of the
measure.
