26 Decr 1802 Letter 3 Appendix

(2 Further proceedings
Encrease of terms

measure: that from the very first to the last I was fully apprised
that a peremptoriness of this sort was the very thing that
was wanted of me: and that for negating every such construction
I implor'd in that reason words as compleatly
suited to that purpose, as the language or at least my acquaintance
with it could furnish me with

Admitting that in the any Proposal there was nothing
that really by which if rightly considered the
allegation of an encrease of terms could be a
natural observation importation occurrs and such the laws of candour
of these were any literal ground for it would in a manner
render obligatory — and that is that there was a misconception
in the business: and that accordingly that though
in fact there was no encrease of terms, yet in the conception
of the gentleman in question an encrease of that sort was assumed and understood to have taken place

To this I answer that there was no misconception
in the case. The Gentlemen at the time they were thus
labouring to impress upon the mind of Parliament that I
had departed from without warrant from them required no encrease greater terms and would
not go on without them, knew as well as I did myself
that there was not such encrease: that and forbore from demanding
on my part an only so for fair if any
compliance

[.] that it w according
to their conception
so far from consisting in an encrease, I
should have submitted to an abatement that
they did not propose
to any abatement
and that their reason
for not demanding
any such abatement,
was the approbation
they entertained could
not but chuse
if any submitting
to it
