Letter 3 Appendix

26 Decr 1802

Further Proceedings

It is not till a month after—on the 13th of August
in the same year that the equivocal term difference, is discarded and
the explicit term encrease with the epithet great before
it, is employed in stead of it. This having been being
a Minute of the Board, must have been read at the
Board—read short or long, but at any rate signed authenticated as
Minutes at the Board are signed authenticated, fixed in
some way or other upon somebody. But besides that the
Minute howsoever authenticated was never not at that time
intended for publication—no more intended for publication than
Strafford's advice, at the Council Board—Strafford's advice in whatever since taken, for bringing up the
army to keep the Parliament kingdom in order was meant for publication
—a ground strong enough as it was thought
for to support a Treasury signature, had by that time been
prepared. In the room of an a Memorial of mine
a Memorial of the armed sort which, as such
(Armed I call it be as being armed with reasons)—a Memorial
which it was not thought safe to trust that even to such a
Board—should be trusted with (and which therefore must be trusted by me to the public) an </del>
Memorial of the Unarmed sort
Unarmed memorial had been obtained from me,+ a Memorial
of the Unarmed sort which having been limited to a size which left no room for
telling tales in which I Was allowed room for saying
what it was I expected, but without being allowed soon
for making any sort of grou bottoming my expectations
upon any sort of grounds. The means practices by which the
substitution was effected contain a mixture of force and fraud
the expectation of which belongs not to this place.

Paper intituled
Copy of
Treasury Minute of the
13th August 1800. Further
Proceedings of the Treasury
&c. Ordered to be printed
12th June 1801.

+ in which I was suffered
encouraged to say ask whatever
to say what I wanted
I wanted but without being suffered
to say make any sort
of ground for asking it.
