it. §.2. "All expences attending the execution of this Act shall be
"defrayed in such manner as shall be agreed ... in such contract: or
"in the case the same shall not be so agree upon, than the same ... shall
"be defrayed by ... the Commissioners of the Treasury, ... and... laid
"before, and annually provided for by Parliament, a or otherwise as Parliament
"shall direct."

§.2. After the general enacting and appropriative words
"And any sum or sums of money not exceeding thirty six
"thousand Pounds to be paid to Jeremy Bentham Esquire,
"for the purchase of Ground for erecting a Penitentiary
"House for the custody and employment of Convicts and
"towards the expence of erecting such Penitentiary House
"and that the said sum be issued & paid without
any fee or deductions whatsoev whatsoever."—
