XVII. Hulk Mortality
But Sir what ground for all this? Is there
to be no end of all this malice—of all these insinuations imputations—these uncandid these envenomed insinuations malicious imputations?
My Lord, I will answer very distinctly my answer is as distinct as possible. Two Four
features shew two four antecedent features—shew betray even of
themselves, the complexion of the business. First the
existence of such an abuse—and for such a length
of time—year after year— under the very noses (the term is a coarse one—under the eyes I should
have said had they gentlemen chosen to have eyes—) of these such
a pyramid of official personages as those whose duty it was to prevent it. Secondly, the perfect
compleat neglect—a neglect too indecorous not to have to have been
manifested without special cogent reasons—the compleat might shewn to
been studied—if the only persons, who though by whom
the mischief had been pointed out the only persons
it had become known by whom the smallest wish had
ever been manifested to see it remedied had ever been manifested. Thirdly the
total absence of all signs of displeasure as well towards the
sorting for the remedy to the very persons by
irremediable authorities of the mischief as persons by whose condign misconduct the mischief had
manifesting the slightest displeasure towards the persons
been brought about, as towards the perpetually silent and
by whom the abuse had thus been aimed:
motionless superintendents official spectators, by whose convenience it had
been fostered: on the contrary—Fourthly the positive tokens of satisfaction
given, by resorting to these very patrons and protectors authors of the abuse
(for are they the perpetual connivers not among the authors not the
authors?)
for the recommendation of the persons by whom
the pretence semblance of a remedy was to be applied. Here I feel myself
compelled to must acknowledge the bare legal proof fails me
whatsoever be the is the only
ground I have at can so much as suffer to point out even in the
way of reference. I have no eye-witnesses to declare prove that
as often as a Noble Lord Your Lordship has appeared to move, the
gentleman to the other side of the wainscoat has pulled the
Marks signs of regret in
the higher regions
the occasion of the mischief:
of all marks of
displeasure as well
towards the immediate
authors, as towards the
men not only above reproach
but I had almost
said above praise
