It is the way of reformation (reformation as
contradistinguished from example) that these County
penitentiary houses bid fairest for being serviceable.
On the ground of mere separation indeed I have already
stated why it is that but little would be to be expected
from them: the good which of itself it might be capable
of doing, if steadily preserved in, being in a manner
obliterated by the promiscuous associations which with
which in alternates. It is to the occupation afforded
that the greatest share seems due in the production of
whatever degree of reformation may have been the
actual result. Minds are by this means more or
less divert diverted from this mischievous topics
of conversation which in a state of idleness would be
the sole resource. In the Philadelphia penitentiary-
house, even without the benefit of the central inspection
principle, and under a plan of separation widely widely
different from solitude, a very considerable and
salutary check appears to have been applied to the exercise
of the faculty of speech and by that mean to the
abuse of it._

It is under the head of example that the effects of
the penitentiary discipline in these local penitentiary houses
appears not difficult to investigate and appreciate. Under
this head, appearances are likely to be more favourable
than realities. Upon the face of the accounts, judging from
the number of convictions as between period & period, a
very considerable dec decrease in the number of convictions
within that jurisdiction may have taken place without
a defoliation to that same amount- without a defoliation
to any amount produced in the aggregate of crimes
for the kn kingdom at large by that same cause.
Why? - because without any decrease in the number
of crimes, the scene of them may have been changed.
The persons deterred may be been deterred not from
committing cm crimes, but from committing crimes
within the precincts of a court county in which so
unpleasant a mode of spending time may be the result. It is
