penned the following Letter, and got it sent to Portsmouth,
to a person whom correctness was known by
long experience-
With the omission of an immaterial line or two
the answer was literally as follows-
"Sir "Portsmouth Decr 26 1802.
"I have made the proposed enquiries and find
"there has been no regular Inspection of Convicts either
here or at Langston Harbour._ Mr "[the nominal
Inspector] "not having been on board either Hulk near
"six months: he was at Portsmouth about three
"months since but did not come on board the Hulk.
"I cannot find any other person visits or inspects
except the Captain who has the charge"
