Bicêtre Proposal
Without any addition
to the expense, I will
substitute comfort to discomfort in all
its shapes innocence
to vice, industry to idleness
cleanliness to filth
health to mortali
abundance to famine
health to mortality of
disease. I will not
only do this, but put
it into the power of
every French man citizen
that thinks it worth his
while to see that I do
so, and see it without
the smallest inconvenience
1. The persons at present provided for in the
Bicêtre, or an equal number of persons taken
from out of the Hospital General Hospital shall be
consigned to my the undertaker's care.
2. An annual allowance in the way of head-money
not exceeding the present average expence of providing
as deduced from the total number of persons provided
for in the General Hospital compared with the
sum total of its revenues viz: about 350 livres shall be set apart
assigned me in discharge of all expences of what
nature whatsoever attending the new establishment
3. The present building of the Bicêtre shall
as soon as evacuated the buildings destined for
the reception of its inhabitants are in readiness to
received them be assigned over to put into the hands of proper Trustees to be
disposed of for the benefit of the fund.
4 The above headmoney shall be paid out of
some national or other extensive fund, in such
manner as not to be liable exposed to the vicissitudes variations
to which may might result have place under the present
or any other limited fund will naturally be
subject.
