Bicetre Proposal
The delinquent offending part of the inhabitants it
might seem at first sight to have at
all events an establishment entirely to themselves
A question necessary to be touched upon
is that which regards the number of Panopticons
that would be requisite to contain the
number of persons provided for maintained in the Bicetre
and the distribution made of the inhabitants
of different the several descriptions among the different
buildings. Among persons of such very different
descriptions this distribution will not be regarded
as a matter of indifference. A building of the
dimensions of that kind marked B might it is supposed contain
without inconvenience about not fewer 350 persons. The
sum total persons of all descriptions at present maintained to be provided for
in the Bicetre may be taken at 3850. This
number, we see would require 11 such Panopticons.
Turning now to the account of the de
species in the Committee's Report, I find the
following different descriptions. 1. Delinquents
men and boys sent thither by different authorities
and on different accounts. 2. Insane persons ".
