A number of circumstances you mentioned,
and in particular that of your having orders being
issued orders for suspending the execution of former issued the suspension put to establishments already
orders begun or waiting to be begun concur in satisfying me that no time impressing on me <add>with the idea that</add>
not a moment's time might be lost in bringing the plan to maturity.
On this account I find it necessary to beg your trouble you
speedy commands relative to several a variety of points. thus early in order to beg your commands relative
to the following points: viz:
1. Getting a copy made of the treatise you saw. │
2 Making Getting a model made. of the building. │ 3 Inserting advertisements
for candidates for the management-contract. │ 34. Drawing up and printing statements relative to of the plan for
the use of such candidates. │ 5. Appointing an
Agent for the correspondence │ 6.Providing funds

at a stand till that is done, transmitted to his
Excellency and his orders taken upon it. You have
no means I suppose of getting it done other than
but putting it out to copy which if done by
