English Architect
promises
necessary
It seems therefore that the plan of having an
English architect subjects you to a certain increase
of expence for a certainty to an a less increase of expence
perhaps not less than the utmost you have to apprehend
from an any overcharge that may be made by
an Irish one. The person man into whose hands it should
naturally fall is an eligible man: be it so: but is there
no alternative but taking that man from England?

2 Remedy
Publication
of accounts
When the temptation to profusion is thus cut
off there remains the danger of peculation by the
principal contractors Architects conniving at overcharges on
the part of the workmen and sharing with them
in the profit. Against this I see no other remedy you have two remedies.
than One the obvious one of the previous assurance of the a publication
of the accounts. It This of itself I should apprehend think
would be an a pretty effectual one. It would have
this further good effect, that it would serve as an
instruction and a guide for future proposals relation to
be made for future buildings upon the same principle: it would serve all
such future candidates as a basis to refer to
and bid upon. When the establishment is accomplished
the publishing a sort of a little history of it would have
its use: and to such a history these accounts
would form an appendix. The To such a history the novelty of the
establishment may naturally be expected to draw
some attention: and under such circumstances peculation
could hardly must be very blind hardy if it looks
upon itself as secure. [+]
[+] If this be thought
not sufficient, let
him have also the
previous assurance
that the work will
be surveyd not
by any one known
surveyor, but by
some one or two taken
by lot from the whole
body of the persons
of that profession, and
that not till immediately
before this the survey is
to be made. - There
he what there is good of the Jury principle introduced into this mode of judgment.
