but it strikes me that in a business of this
sort, all that have any concern in its bear any part in the management of it have credit
either to gain or to lose by it . and by the mode of in which
conducting it: it is conducted: and I know no method so more effectual
for banishing precluding suspicion than to invite & facilitate enquiry examination.

Advertisements
necessary
As the structure can not be definitively settled
for the purpose of contracting in the great till some
light at least has been thrown upon the business of
management by the receipt of proposals from candidates
for the management-contract, this is a
reason why advertisements for that purpose should
be prepared and inserted as soon as may be. I
will beg leave to submitt to you a form for that purpose.
In what papers should it be inserted? I should
think that besides the principal or if you think
proper all the London Papers (of which I believe
there are about 14 or 15) it should be inserted in
every one of the Country papers of which there
are not fewer I believe than 60 or 70: but once in
each may suffice. This is, upon the supposition that
you would wish to hear any receive proposals that may be
offered from any all parts of England: and as far as
hearing receiving goes, it may be eligible. But as so much depends
