of so new a kind seems more parlarly liable an
example presently.
Your Object<hi rend="underline">n</hi> ags<hi rend="underline">t</hi> allow<hi rend="underline">g</hi> an unlimited per-centage
to the Architect on the Amo<hi rend="underline">t</hi> of the Expenditure I feel
in its full force: it is giving a premium on profusion.
To take away the temptation, why not fix the Recompence,
whatever be the expenditure? Settle the general plan
first with the Architect, & hear the his estimate without
his suspect? you meant to engage with him —
Suppose it £10,000 — Then say to him — Upon this Sum,
5 per Cent for example, that is £500 you shall have
at any rate but should the expenditure exceed that
Sum you shall have no more: only if Additions
should come aftw<hi rend="underline">ds</hi> to be made by our Order to
an Amount at present unlooked for, you may then
expect, though at our Discretnon Discret<hi rend="underline">n</hi>, an encrease
of recompence.
When the temptation to profusion is thus cut
off, there remains, the danger of peculation by the
Architect's conniving at overcharges on the part
of the Workmen and sharing with them in the
profit. Against this you have two Remedies.
1. One, the obvious one of a previous Assurance of
the publicat<hi rend="underline">n</hi> of the Accounts. This of itself I should
think, would be a pretty effectual one. It would
have this fur<hi rend="underline">h</hi> good effect too, that it would serve
as an instruct<hi rend="underline">n</hi> & a guide for future proposals —
relative to future buildings upon the same principle:
