Articles of agreement between the Lords Commissioners
of his Majestys Treasury for &
on behalf of his Majesty, on the one part, and
Jeremy Bentham of Queen's Square Place
Westminster Esqr. on the other part.
Whereas it is agreed and intended that a Penitentiary the said Jeremy
Bentham so soon as a convenient and proper spot of land
can be a good and substantial Penitentiary House for the confining
maintaining and employing Convicts shall be
built by the said Jeremy Bentham so soon
as a convenient and proper spot of land can be obtained
for that purpose containing not less than 79
Acres and a Rood. And whereas some considerable time
must yet elapse may yet be necessary before no such spot of
land hath as yet been obtained. And whereas
the obtaining of such spot and the creation
of such Penitentiary House will unavoidably a
require a considerable portion of time the amount
whereof can not at present be exactly be ascertained.
And whereas for the purpose of quitting the
public in possession of the benefits expected from
the Penitentiary System under the management
of the said Jeremy Bentham as soon as
may be it is agreed intended and agreed that a temporary
Penitentiary House of wood or other slight
materials shall be erected by the said Jeremy
Bentham on some convenient part of the bed
of the River Thames viz: in some at over part betw of the
bed
