in the Papers – I suppose Mr Campbell the Superintendent:
but under the circumstances just stated,
whether he be or be not in existence, will not be thought
I presume, to make much difference. The existing contract ceases at any time in three months notice. Several
years ago Mr Campbell declared to Sir Ch. Bunbury
– that the retaining his situation was no longer personally
no any object to him. His delegates were remained the sold objects of his care. This was natural enough. After
having received for so many years the profit to be in 38 a man, when
provision were the profit to be made upon less than £21, with encreased additional charges
and provisions so much dearer, would comparatively
be of small importance. Were I to be put in
the convicts to be entrusted to my care upon the
existing plan for during the twelvemonth that the proceedings
in the Penitentiary plan will remain nor unavoidably
suspended, it would besides the present relief, afford
me an opportunity of gaining an insight initiating myself on particulars into
the business, and the transition from the Hulk plan
to the Penitentiary House plan would be smoother
and attended with less hazard than if at one and the same time persons as
well as places were to be comprehended in the change.
Mr Campbell himself never resided in the Hulks:
the persons who supply his plan on board, would of
course be the persons to supply mine. The system
he too many much radically vitious it to admitt of much improvement:
yet here and there something might perhaps
be done, were it only in the way of preparation for a better:
a and in one branch of the duty, nor that the
most important, the faculty opportunity of lending a directing hand
to a man one with whom he could co-operate
would it not be a risk bribe to Mr Wilberforce? I speak
as without communication: but yet I fear not the being dishonoured.
