The idea of the Committee's being "competent
"to consider of my Proposal for taking care of
"the Convicts of the Hulks" presented itself to me
as the suggestion of the moment, dictated by
those good wishes which are so flattering to
me. On a second view I doubt am apt to think Sir you
will see the matter in a different light. not have much faith in the efficacy of this
expedient. What I say on the subject is addressed
by ignorance to expedience: – but I
never heard yet of an instance where either
a Committee of the House, or even the House itself
has taken upon itself to recommend persons –
Such a man they say is not fit to stay in
such a place – but as to saying such a man
is a fit man to put into such a place – it is
what I believe is never done. By an express
Act of Parliament the nomination is vested in the
Board of Treasury which I believe, by the
established course of office sanctions⊞ ⊞ (like other departments, as of course) the recommendation
of the first Lords Commissioner. If
there be a measure of government compleatly and
exclusively and at all times in the power of any man, that measure
the choice of the person, for the situation in question
subject to the three month's notice is so in the power of Mr Pitt. If so it is
that you the application to Mr Pitt be regarded
by yourself, Sir, as a hopeless one which is what
under these circumstances I am led to apprehend,
I am sure I know of no other quarter to which
I could address myself for such a purpose – A

To the present occupants,
whenever their
situation ceases it
must be a matter
of great indifference
whether the adoption choice
of a new plan
does or not
accompany the
choice of a new person.
