which, along with the other expenditures of the Year
underwent the revision of Parliament, and has
since been noticed repeatedly, and never with disapprobation,
but on the contrary with evident marks of
approbation, by the Committee of Finance.
3. The amount of that advance not to be added
to, but deducted out of the money I am to
receive by the terms of the existing contract, on account of the Permanent Penitentiary
House: — and, to justify me the more strictly in
saying that the proposed Temporary Establishment
will be attended with no additional expence to the
public. I am willing to allow interest for the
amount of this advance, up to the time at which
it would have come to be advanced on the account
of the Permanent Penitentiary House, and at
whatever rate per cent the money for the service
of this Year may have been borrowed.
4. That I may have means in my hands for
making up this deficiency in the supply for the Permanent
Penitentiary House, and because the proportion
of the quantity of land thereto appropriated is an effectual
part of the means I have to trust to for the
fulfilling of my engagements at my own reduced price,
the present Hulk price (£22:1:0 1/2 a head) must
be continued to me without reduction, untill the Permanent
