A peninsular Spot or Sand-bank (mentioned
in my letter of the 2d of April) high enough to be
constantly covered with grass, though situate[d] within
the bed of the Thames, viz: on the Kent side, about
midway between Greenwich and Woolwich, about 1/4 of a
Mile above the Sand-Wharf called in the Maps
the Charlton Sand Wharf; and about 1/2 a Mile
below a lone House very likely built close to the embankment
Wall of the River, which at the time
of my letter of the 2d of April I had heard spoken
of as a Public House, but which I have since
been told is occupied by a Brickmaker. By
a trench, the insulation would be rendered as compleat
as that of the Hulks is: and by two or
three Block houses set down on piles in proper
situations near it, a degree of security might be given
to it over and above what can be given to the Hulks
—not to mention the additional securities essential to
the characteristic form of the Building. The permission
to employ this spot would depend upon the City Navigation Committee.
Any such other spot down the River, and contiguous
thereto, on either side, of which immediate possession
might be obtainable of the Proprietors and Occupiers, for a
short term, on application from me in my private
capacity, without exerting and expending the compulsive
powers of purchase given by the existing Act
(7th July 1794) the exercise of which would be incompatible
with the degree of dispatch aimed at, and
which, if expended upon a distinct spot for the Temporary
Penitentiary House, could not be applied to the purchase
of the ground for the Permanent Penitentiary House.
