land as would be requisite, would see no hope of granting
any thing more than a fair valuation price: whereas
otherwise they would naturally be inclined to visit
upon an exorbitant price, trusting to the fear of opposition
as a motive for complying with the Demand. Of
the £1500 extra thought too much for Government
to give, were for the advantages above stated,
I would cheerfully take upon myself this
part of the purchase: in which case the Wharf might
be purchased by me on my own private account, and
in my own name or that of some Trustee, the Treasury advancing its
£2000 to me on account (as the former £2000
was advanced to me) and in three years time I
would engage to replace the advance.
By the institution of the Temporary Establishment
on any one of the above plans, the substantial
part of the Penitentiary system would at once be placed
out of the reach of contingency and delays: the experiment
would be tried at no small an expence as
£15,000: and for the exhibiting the institution of the
Permanent establishment inducements would exist
which do not exist now. £8:10 a head
(the difference between £22 and a fraction, the
present Hulk price, and £13:10 and a fraction,
my present price) would make, upon 1000 Convicts
(the least number that under the Contract can
be given me) £8,500 a year; upon 2000 (the a number
that might very well come to be given me) £17,000
a year.
