a year. Here would be an advantage to the public
in two palpable a shape to admitt of dispute or doubt;
and such as would afford a short argument against
every obstruction or delay: and the instances of the
individual concerned would stand a much better
chance for being attended to, when a reduction of
his allowance, and that to so large an amount, were
to be the result, than if the commencement or the augmentation of it his imoluments were to be the object of sollicitation.

With regard to the practicability of the above
plan, in the several shapes in which it has been
put, as to the two first there can surely be no
doubt, so far as the Treasury is concerned. It is but
issuing this sum of money £15,000 in precisely the
same form as the preceding £2,000 was issued in: a regular Contract passed through the Law Offices would
be no more necessary in this case than it was in
that. The sum is large: but were it ten times as large as it is proposed to be, nothing could be easier
than to prevent its being misapplied. The money
might be lodged in hands named by the Treasury—
my draughts not paid unless countersigned by somebody
appointed for that purpose—the choice even
of the spot (I mean for the Temporary establishment)
subject to the same controul—and so forth. My object
being to apply the money faithfully and not to dissipate it,
