that will require to be made for that purpose in the
Draught of Contract already sanctioned—for giving
the notices required in the case of Inclosure Bills
to be given to the parties interested, previous to the
bringing in the Bill for the Division and partial
Purchase of Tothill Fields: in a word for solliciting
the Bill while depending, and doing various business
that will require to be done in consequence of the Act
if passed. At each step a pair of opinions may come
to be applied for: which opinions at the end of six
months may be given or not given, and if given may
terminate in the suggestion of some supposed deficit which it would have taken fewer words to correct than state

It is the consideration of what the Permanent Establishment
has to go through in this way that has
contributed more than any thing to give birth to the
anxiety I have been expressing in behalf of the
proposed Temporary measure.

The sum might be issued to me, either at
once, or, if that were not convenient, in instalments.
If this were done, and the choice, as between situation
and situation as above indicated, left to my discretion,
with or without the sort of controul above
suggested, I should then be at liberty to take advantage
of circumstances, and to dispatch the business
without that waste of time which would be inevitable
and of a time more valuable than my own, if fresh sollicitation
