manner, if what I have proposed in relation to the Sandbank
between Greenwich and Woolwich or what concerns the general commission to look out for a temporary situation down the River were to receive
your provisional approbation, I would in the mean
time be making my application to the City Nvigation
Committee, if the coincidences of time were favourable,
for the Committee meets but once a month. But in thus
case it would be of great use to me to be provided with an
letter from you: to give a sanction to my application and the requisite degree of attached to it.
With every degree of dispatch that can be given,
the relief will not come too soon; since three months
notice must be given by the Treasury to each Hulk
at any rate, and before any such notice can be given
at my instance, my own previous arrangements
must have been settled, a business which will take
up there is no saying beforehand how much time.
It was from you, Sir, that the plan received
the first encouragement it met with: your's were the first
official hands into which it found its way: that it
should ever have slipped out of them is a misfortune
which I had had full cause and leisure to regret:
by the several instances of support which it has of
late been honoured with, it seems now fortunate enough to have
returned to them again. I hope they will not
now be withdrawn from it, till it has been placed
out of the reach of those impediments, which for so
many years have prevented it from producing to the
public any thing but expence, to government any
thing but dishonour, to the author any thing but
disappointment and distress.
