Profiting by the Obliging assurances contained in your
Note of the 7th Instant, I proceed to state in distinct terms, in
what manner the Plan would, according to my humble Conception
of the matter, "be capable of being carried into execution": stating
at one view what presents itself as necessary, to save troubling
you with references to former Letters'.
1st The Proceedings to Tothill Fields to be carried
on at all events with as much dispatch as may be: that being
the Spot destined at all events for the Permanent Penitentiary
House: accordingly, the Solicitor to the Treasury to be directed to give
those notices, which in the case of Inclosure Bills (a denomination
under which that in question has been deemed by the Attorney
and Solicitor Generals opinion to be included) must have been
given in August, or at the latest in September.
2nd. The advance, sufficient for the Erection &c of a Temporary
Penitentiary House of Wood or other slight Materials, but
on a plan the same in principle and effect as that of the intended
Permanent Penitentiary House, to be made to me, as soon
as may be, on account, in the same manner (that is the entry
to be conceived in the same terms) as the advance of the £2,000
made to me in June 1794—an advance which, along with the other Expenditures of the Year, underwent the Revision of
Parliament, and has since been noticed repeatedly, and enver
with disapprobation, but on the contrary with evident marks
of Approbation, by the Committee of Finance.
3rd The Amount of that advance not to be added to but
deducted out of the Money I am to receive by the terms of
