the existing Contract, on Account of the Permanent Penitentiary
House:—and to justify me the more strictly in saying that the
proposed Temporary Establishment will be attended with no
additional Expence to the Public I am willing to allow
Interest for the Amount of this Advance up to the time at which it
would have come to be advances on the Account of the Permanent
Penitentiary House, and at whatever rate per Cent the Money for
the service of this Year may have been borrowed.
4. That I may have means in my hands for making up this
deficiency in the supply for the Permanent Penitentiary
House, and because the possession of the quantity of Land
thereto appropriated is an essential part of the means I
have to trust to for the fulfilling of my engagements at my
own reduced price, the present hulk price (£22. 1s. 0d pa head )
must be continued to me without reduction, until the Permanent
Penitentiary House may (supposing due diligence on my part)
be in readiness for the reception of Prisoners:—say 1 1/2 Year
reckoning from the day on which possession shall have been
given me of the entire quantity of Ground for the Permanent
Penitentiary House: from that period, whether the Permanent
House be up or no, the price per Head to be reduced from
the Hulk price to my own proposed price. (originally £12
increased since by the causes which have produced a correspondent
increase in the Hulk price, to £13. 10s. 5d.)
5th The Temporary Penitentiary House (being the
produce of the Public Money so to be advanced) to be and
continue the property of His Majesty, until the Prisoners
shall have been transferred from thence to the Permanent
