9th An official intimation to be given me ( and I hope no reason
will be seen why it should not be given to me forthwith) that the three
Months notice, which under the terms of the existing Hulk
Contracts is requisite to be given, previous to the determination
thereof, will be given, so soon as I shall have declared myself
in readiness, or made it appear that I shall be in readiness
to take possession of the Prisoners either on the Hulk plan,
or on the Temporary Penitentiary House Plan, by the expiration
of that time.

10th In regard to the choice of a spot for the proposed
Temporary Penitentiary House, I would beg leave to submit to
you Sir the three following options: no one of which would (I
flatter myself) be found incapable of being carried into execution.

1st A Peninsular Spot on Sand-bank (mentioned in my
Letter of the 2d of April) high enough to be constantly covered
with Grass, though situate within the Bed of the Thames
viz: in the Kent side, about midway between Greenwich and
Woolwich, about 1/4 of a Mile above the Sand Wharf called in
Maps y/e Charlton Sand Wharf; and about 1/2 a Mile below a
lone House very lately Built close to the Embankment Wall
of the River, which at the time of my Letter of the 2d of April
I had heard spoken of a Public House, but which I have
since been told is occupied by a Brick-maker. By a trench,

case) Prisoners should come to be consigned to the Penitentiary
Establishment without any distinction in this respect (as they
are at present to the Hulks it would be necessary that the
requisite words of Limitation should be inserted. A set of words
