the Insulation would be rendered as compleat as that of the
Hulks is; and by two or three Block Houses set down on Piles
in proper Situations near it, a degree of Security might be given
to it over and above what can be given to the Hulks not to
mention the additional Securities essential to the characteristic
form of the Building. The Permission to employ this spot would
depend upon the City Navigation Committee.
2d. Any such other Spot down the River, and contiguous
thereto, on either side, of which immediate possession might be
obtainable of the Proprietors and Occupiers, for a short term,
on application from me in my private capacity, without
exerting and expending the Compulsive Powers of Purchase
given by the existing Act (7th of July 1794) the exercise of which
would be incompatible with the degree of dispatch aimed at,
and which, if expended upon a destined Spot for the
Temporary Penitentiary House, could not be applied to the
Purchase of the Ground for the Permanent Penitentiary House.
3rd. A Spot contiguous to Tothill Fields, and so situated,
that the whole or at least a considerable part of it, would be
an essential and almost indispensable ingredient in the
composition of ye stipulated allotment of 79 1/4 Acres for the
Permanent Penitentiary House, if Tothill Fields formed
a part of that allotment. It consists of three Parcels of Land
all of them the property of Mr. Wise of
near Warwick, who has used ineffectual Endeavours to
sell one of them by Auction, and would as I understood
from his Agent not be averse to the selling of the other two.
Aos. (as I shall call it) consists of little more than 2 Acres:
but having a Wharf upon it, besides a most Spacious
carpenter
