but, with reference to the Permanent Penitentiary Establishment House itself,
it would also be attended with great advantage. — It would be
an effectual Bar to any opposition that might otherwise start
up (not that I have any particular reason for apprehending any
but on the Contrary) grounded on the wish of preventing the
Establishment from fixing itself in that Neighbourhood.
2. It might even (notwithstanding the extra Price of about
£1500 that would be to be paid for the Wharf with its
appurtenances) and upon the whole rather to keep down than
to swell the amount of the Sum total of purchase money
for the Ground: for the Establishment being once fixed to
that Neighbourhood, the Proprietors of such other Land as
would be requisite, would see no hope of getting any thing
more than a fair Valuation Price: whereas otherwise they
would naturally be inclined to insist upon an exorbitant
price, trusting to the fear of opposition as a motive for
complying with the demands. If this £1500 extra were
thought too much for Government to give even for the advantages
above stated I would chearfully take upon myself this unthrifty
part of the purchase: in which case the Wharf might
be purchased by me on my own private account, and in my
own name or that of some Trustee, (the Treasury advancing
the £2,000 to me on Account) as the former £2000 was
advanced to me, and in 3 years time I would engage to
replace the advance.
By the Institution of the Temporary Establishment
on any one of the above Plans, the substantial part of
the Penitentiary System would at once be pleased out of the
reach
