reach of contingencies and delays: the experiment would be
tried at so small an expence as £15,000: and for the expediting
the Institution of the Permanent Establishment
inducements would exist which do not exist now. £8..10
a head (the difference between £22 and a fraction. the
present Hulk price and £13..10 and a fraction my
present Price) would make, upon 1000 Convicts (the least
number that under the Contract can be given me) £8,500 a
Year; upon 2000 (a number that might very well come to
be given me) £17,000 a Year. Here would be an advantage
to the Public in too palpable a Shape to admit of dispute
or doubt; and such as would afford a short argument
against every obstruction or delay: and the instances of the
Individual concerned would stand a much better chance
for being attended to, when a reduction of his allowance.
and that to so Large an amount, were to be the result, than
if the commencement or the augmentation of his emoluments
were to be the object of sollicitation.
With regard to the practicability of the above plan, in
the several shapes in which it has been put, as to the two
first there can surely be no doubt, so far as the Treasury is
concerned. It is but issuing this £15,000 in precisely the
same form as the preceding £2,000 was issued in: a regular
Contract passed through the Law Offices would be no
more necessary in this case than it was in that. The Sum
is larger: but were it ten times as large as it is proposed
to be, nothing could be easier than to prevent its being
misapplied. The Money might be lodged in hands named
