subjected to take that route. The Permanent Establishment
must unavoidably have to pass through one of those offices
at least — for sanctioning the Instrument that must be
drawn for the appropriating the Feoffee of the Land now
to purchased in the room of that which was drawn and
approved of for Battersea Rise: for sanctioning the few
short and inconsiderable alterations that will require to be
made for that purpose in the Draught of Contract already
sanctioned — for giving the notices required in the case of
Enclosure Bills to be given to the Parties interested, previous to
the bringing in the Bill for the Division and Partial Purchase
of Tothill Fields: in a word for soliciting the Bill
while depending, and doing various Business that will
require to be done in consequence of the Act if passed.
At each step a pair of opinions may come be applied for
which opinions at the end of 6 Months may be given or
not given and if given may terminate in the suggestion
of some supposed defect which it would have taken fewer
words to correct than state. It is the consideration of what
the Permanent Establishment has to go through in this
way that has contributed more than any thing to give
birth to the anxiety I have been expressing on behalf of
the proposed Temporary measure.
The sum might be issued to me, either at once, or, if
that were not convenient, in Instalments. If this were
done, and the choice, as between situation and situation
as above indicated, left to my discretion, with or without the
