"and inclose the same" some such words as the following viz "or
"such part thereof as shall be found necessary for the purpose of the
"Penitentiary Establishment, after the reservation and allotment of a
"certain Portion or Portions, to be divided among, and allotted in
"severalty to, the several Parties interested, in proportion to their
"respective Interests, in such manner as Parliament shall direct
"

The reason of my wishing to see a clause to the above effect
is — that, having, partly from my attendance on the Dean and
Chapter, partly from other information, had occasion to obscure, that
the Reservation of certain Portions of the Waste for different purposes
is an object, which some of the Parties have very much at heart,
and for which accordingly provision has been submitted to the Attorney and
Solicitor General has been returned I presume into your office)
What I should be apprehensive of is — that, if a notice, worded as
that in question is at present, without a clause to the effect above
suggested
, were to be delivered to the parties, considerable alarm might
be taken, under the Idea that the expectations entertained in this
behalf were not intended to be fulfilled. The Bill itself (it is true)
when the tenor of it came to be seen, would shew, that every possible care had
been taken to meet what were understood to be the wishes, as
well as provide for what appeared to be the Interests, of the Parties
but I flatter myself, Sir, you will agree with me in thinking, that
it will be so much the better, if every thing, that might give
occasion to alarm and ill-humour, were set right in the first
Instance.

I have the honour to be with respect, Sir,
your most obedient
and humble servant
Jeremy Bentham.

Joseph White Esqr.
Solicitor for the affairs of
his Majesty's Treasury.
