in the one part thereof the two Parishes of Saint Margaret and
Saint John are spoken of as one Parish and that Parish having
one and the same Rector. In point of fact the precise state
of the case is, that though for certain purposes the two Parishes
have been united by act of Parliament yet to other purposes
they remain distinct and as such are accordingly mentioned
in another part of the said Paper. Moreover the Parish of
Saint John is the only one of the said two parishes that has a
Rector the Parish of Saint Margaret having neither Rector nor
Vicar (not other Person I believe to whom Tithes are paid and to
whom compensation might accordingly be due in that quality)
but only a perpetual Curate: which being the case, there exists
not any person who could be found to come under the description
of the "Rector of the Parish of Saint Margaret" as therein mentioned.
I therefore take the Liberty of submitting to you whether
in the tenor of any such notice as may come to be delivered
if any remain to be delivered for the said purpose it may not in
place of the words "the Rector and Vestrymen for the time being
of the Parish of Saint Margaret and Saint John
" be adviseable to
substitute some such words as the following viz "the Rector of the
Parish of Saint John the Vestrymen of the united Vestry in and
for the Parishes of Saint Margaret and Saint John both in the <lb> City of Westminster
". —

I should hope indeed that in a parliamentary proceeding
of the sort in question any such error in point of form as those
above indicated would not be attended with any fatal consequence
and that the only question in such a case would be whether
the notice were so expressed and delivered that the information
of what was intended to be done might reasonably be presumed
to have been conveyed to the minds of the several parties
interested, in such manner as might be sufficient for their
guidance. But not being competent on my own part to decide
to what degree strict precision might in such a case
. prove necessary, it seemed to me the safer and at any rate an
