add to the Loss already sustained by the Contractor,
and thereby enlarge his Claim to Compensation, but
because it would deprive the Public for a longer Time
of the Benefit of a Plan which they cannot but look
too as likely to be productive of the most essential Advantage
both in Point of Economy and Police. A mode
of Compensation has been proposed by the Contractor,
which so far as it goes, has the advantage of not
being attended with any Expense to the Public, and
to which it does not appear to your Committee that any
substantial objection can be made.

Lastly that no time should be lost in taking the
proper steps for carrying into effect the Plan above
referred to, for employing and reforming Convicts, which
seems to bed fairer than any other that was ever yet
offered to the Public, to diminish the Public expenditure
in this Branch, and to produce a salutary reform
in the objects of the proposed Institution. —
