every Square yard belonging to such Lands Houses Shops Ware-Houses
Cellars Vaults or other Tenemts as shall not be so
situate, and wch are not now paved or begun to be so now
paved.

Provided that the Rate or Rates, assessmt of assessmts to
to be made laid & assessed do not exceed in any one year
1s/6d & in ye Pound of the Real or Rent, or yearly
Value of such Lands Houses Shops Warehouses Cellars Vaults
or other Tenemts in such parts as are or shall be now
paved; and 1s/ in ye Pound, in such Parts as are not
now Paved. Provided likewise that Houses Shops Ware-Houses
Cellars & Vaults shall pay but half of such
Rates or Assessmts during such Time as the same shod
be unoccupied.

Provided & Enacted that no Person who shall be charged
or assessed free of ye parts to be made by virtue or in pursuance
of this Act shall hereafter so liable to or be charged with any
other Rates or Assessmts made or to be hereafter made by
virtue or in pursuance of any former Act or Acts
of Parliamt for or towd ye Paving cleansing or lighting the
said City & Lib'ty Parishes & Places or any part thereof.

Provided also & Enacted That any Person or Persons who
shall think himself her or themselves, aggrieved by any Rate or Assessmt to be made by virtue of this Act, may within
the space of Days must after such Rate & assessmt
shall have been demanded as afsd appeal to the sd
Comrs & they are hereby authorized & required forthwith to
appoint a Day for hearing such appeal, and the Party or
Parties so appealing shall give Days notice at the
least of the Day so appointed, to the Collector or Collrs of the
dates where the places are situate for which such appeal
shall be ; and such Notice having been given, the
Comrs shall & may upon ye day so appointed proceed to hear
and determine such appeal; and for the better enabling the
Comrs to form a Competent Judgement of the real yearly value
of such Land Houses shops Warehouses Cellars Vaults or the Tenemt
