Saint Margarets Vestry. Oct 9th 1796.

This Day the Vestries of the United Parishes of Saint Margaret and Saint John the Evangelist Westminster were summoned to receive a Communication from the Dean and Chapter of Westminster respecting a Plan for erecting a Penitentiary House in Tothile Fields

Present &c &c &c.

Mr Drake Vestry Clerk of the Parish of St Margaret informed the United Vestries that Yesterday at the request of the Dean and Chapter of Westminster he had waited on them and that his Lordship (the Dean) with several of the Prebendaries, then present signified that a Communication had been made to them by Mr Bentham of Queens Place touching an Application that was intended to be made to Parliament this Session and before the ensuing Vacation for Power to enable him to build a Penitentiary House in Tothill Fields. That the Ground on which the same was intended to be erected, was, for that purpose proposed to be alienated, but that such a Potion of the said Fields no should be agreed upon was to remain, with the Dean and Chapter, for the use and recreation of the King's Scholars &c of Westminster, as had from ancient Custom been allowed, and that an Allotment of Land or other Compensation should be made to the parties interested, for the Old Buildings in the said Fields commonly called the Five Chimney's originally erected as Pest Houses (1665) it is supposed at the expence of the Parish of St Margaret Westminster.

That his Lordship (the Dean) and Prebendaries present further signified, that this Application would most probably meet with their concurrence, so far as their Right Profit and Interest therein extended. With respect to the Common and Herbage of the said Fields they were therefore desirious that Communication might be made to the Vestries of the aforesaid united Parishes, for them to take the same into Consideration, so far as the Interests of those Parishioners whom they represent may be affected by the intended Application at the same time observing, that in case of their stipulationg for a proper remuneration and waving way resistance to the measure, an Opportunity might Offer, for there having a Covenient Allotment of Ground assigned to them, whereon to build a Workhouse for the Poor of the said Parishes. That they should hold a Chapter on Wednesday the 16th Instant on their own business but if the Vestries should wish to see them on this particular matter, they would them be ready to receive them.
