At a meeting of the Rector, Church Wardens and Vestry
of the Parish of Saint John the Evangelist Westminster
specially convened for the purpose held on —
Monday 26th November 1798
This Vestry having maturely considered the
Heads of a Bill, proposed to be brought into
Parliament, for the inclosing of Tothill —
Fields and Erecting a Penitentiary House,
for confining and employing Convicts, —
Unanimously came to the following
Resolutions —
Resolved
That the inclosing Tothill Fields and
Erecting a Penitentiary House, according to
the Plan proposed, which will occupy a
space of 34 Acres clear of Roads &c, out of
56 Acres of which the Fields consist, will
be highly injurious to the interests of this
Parish —
Resolved
That it is the Opinion of this Vestry, the
Erection of a Penitentiary House within the
Boundaries of the Parish, will not only
tend to prevent all future Improvements
but will also immediately and materially
effect the Property of Persons having Estates
therein, by depreciating the Rents of
Houses, causing many now Occupied to be
quitted, and adding considerably to the
Assessments for the Relief of the Poor,
which are already extreemely burthensome. Resolved
