It is now somewhat more than three years since
overtures were made on the part of Government
to the Dean and Chapter of Westminster for
the purchase of a part portion of Tothill Fields for the
purpose of the intended Penitentiary House, according
to the plan of division hereunto annexed,
by which other portions of the same Waste were
proposed to be allotted in severally to other parties
interested to claiming to be interested, in conformity
to what were supposed to be their rights, interests and wishes.
The Proposal was at <add>the first offer for</add> For some time the proposal appeared to have presented
itself in an acceptable point of view: and
the Dean and Chapter in a message to the
United Vestry of the two Parishes expressed a
probability mentioned their concurrence to it
as an event which at that time seemed probable.
Upon further consideration apprehensions were
reasons undiscovered for entertaining apprehensions undiscovered
but the proposed Penitentiary Establishment
by giving birth to a habitual concourse of otherwise bad company
connected with its intended inhabitants or by actual acquaintance
attracted towards them by similarity of habits
and dispositions, should in some one way or other
